The Emaar baseline
Emaar Community Management requires all pets to be microchipped and vaccinated annually in line with Dubai Municipality regulations. Pets are allowed in private units subject to Community Rules, must be on a leash in common areas, and owners must clean up after them — leaving waste in public areas attracts a Notice of Violation and a fine.

Tenants vs owners at Opera Grand
For tenants: the landlord's tenancy contract should explicitly permit pets. Premium-tier landlords sometimes restrict pets to preserve unit condition; if the contract is silent, request a written addendum before signing. For owners: you can keep a pet without landlord approval, but the OA rules and any premium-tier additions still apply.
Pet-friendly Downtown around Opera Grand
The Opera District is one of the more walkable parts of Downtown for dog owners — quieter pavements than the Boulevard side. Burj Park (a short walk away) accepts leashed dogs. Several cafés on Sheikh Mohammed Bin Rashid Boulevard accept well-behaved dogs at outdoor tables. Al Safa Park (a short drive south) has a fenced off-leash area.
